Why Japan Is Hiring

Japan’s aviation sector was hit hard by the pandemic, lost a large share of its ground handling workforce, and has struggled to rebuild staffing as inbound tourism has surged past pre-pandemic records. Ground handling is physically demanding, shift-based and outdoors in every season, and the domestic labour pool is both ageing and shrinking.

The government’s response was to open the Specified Skilled Worker framework, which now covers sixteen designated fields including aviation. That means airport ground handling is one of the relatively few blue-collar occupations where a foreign worker can obtain a proper working status of residence rather than relying on student or dependent permission.

What Baggage Handling Actually Involves

Ground handling at a major international airport covers far more than lifting suitcases.

Baggage and cargo loading. Loading and unloading aircraft holds and unit load devices, operating belt loaders, container loaders and high lifts, and securing loads to weight-and-balance instructions.

Ramp operations. Marshalling aircraft, positioning ground support equipment, connecting ground power and air conditioning units, pushback, towing, and water and lavatory servicing.

Baggage sorting. Working the automated baggage handling systems, reading tags, resolving mis-sorts, handling transfer bags between connecting flights, and managing oversize and special items.

Cabin services. Cleaning and preparing cabins between flights to strict turnaround timings.

Cargo terminal work. Building and breaking down pallets, handling perishables, pharmaceuticals, dangerous goods and general freight.

The work is genuinely physical: repeated lifting in confined hold spaces, long periods on your feet, aircraft noise, and Japanese winters on an open apron. It is also highly procedural — safety rules, foreign object debris control, equipment checks and radio discipline are non-negotiable, because errors involve aircraft.

The Visa Route: Specified Skilled Worker

Aviation is one of the sixteen designated Specified Skilled Worker fields. The first-tier status, SSW-1, allows a cumulative maximum of five years, does not permit family accompaniment, and requires two things before an application: a Japanese language qualification at JLPT N4 level or JFT-Basic at A2, and a pass in the sector skills examination for aviation.

The second tier, SSW-2, is renewable indefinitely and does permit a spouse and children, but it is available only in a subset of fields and requires advanced skills assessment or qualifying experience. Workers should confirm current field eligibility and requirements before planning around it.

Separately, Japan is replacing its long-criticised Technical Intern Training Programme. The Employment for Skill Development law — ikusei shuro — was enacted on 21 June 2024 and the new system launches in April 2027, with plan certification applications expected to open from 1 September 2026. Indicative gross figures from public sources at roughly ¥1 ≈ ₹0.60, before overtime and allowances. Ground handling pay is usually built from a base salary plus night-shift allowances, early-start allowances and overtime, which is where the real money accumulates on a 24-hour operation.

Japan’s wage floor is rising fast: the national minimum wage guideline for FY2026 was set at ¥1,176 an hour, a 4.9 per cent increase of ¥55, with new prefectural rates typically taking effect from October. Tokyo’s guideline is ¥1,280 and the lowest prefectures ¥1,079. Chiba Prefecture, where Narita sits, is in the higher band, and any lawful employer must meet the prefectural rate as an absolute floor.

Rights, Insurance and Deductions

This is where Japan differs sharply from many other destinations, and workers should understand it before comparing salaries.

Full-time employees are enrolled in health insurance and the employees’ pension scheme, with contributions shared between employer and worker, plus employment insurance and employer-paid workers’ accident compensation insurance. Income tax and resident tax are deducted. Together, deductions commonly take somewhere around a fifth of gross pay — so the headline salary is not the take-home figure, and any recruiter quoting gross yen as if it were cash in hand is misleading you.

What you get in return is real: subsidised medical treatment, injury cover, and pension contributions that are not lost. Workers who leave Japan can claim the lump-sum withdrawal payment covering a capped number of years of pension contributions, and the India–Japan Social Security Agreement allows periods to be counted between the two systems rather than wasted.

The Labour Standards Act sets 40 hours a week and 8 hours a day as standard, with overtime paid at a premium — 25 per cent above normal rates, rising to 50 per cent for hours beyond the monthly threshold, and a further premium for late-night work. Paid annual leave begins at 10 days after six months of service. These are legal minimums, not employer favours.

Recruitment Fraud: What to Refuse

Japan’s rules require accepting organisations to confirm that a worker has not paid unreasonable deposits or signed penalty agreements, and Japan has concluded memoranda of cooperation with sending countries, including India, specifically to squeeze out malicious intermediaries.

On the Indian side, emigration clearance under the ECR system applies to a defined list of countries and Japan is not among them — so an ECR endorsement does not trigger clearance for a Japan job. That does not mean anything goes. Recruiting agents must be registered with the Ministry of External Affairs, their status is verifiable through official channels, and registered agents carry legal duties including confirming that the employment is genuine and that contract terms meet required standards.

Refuse any agent who asks for lakhs “for a Japan airport visa”, who cannot name the actual employing company, who promises a job before you have passed the required language and skills examinations, or who offers to arrange a tourist visa and “convert it later”. The Exams Are the Real Gate

Unlike Gulf recruitment, Japan’s route is qualification-based, and that is protective. You cannot buy your way past the Japanese language test or the aviation skills test — you have to pass them. Study is therefore the actual investment: JFT-Basic or JLPT N4 preparation, and the sector skills syllabus covering airport ground handling operations and safety.

Language is also the single biggest determinant of how well the job goes. Ramp instructions, safety briefings and shift handovers happen in Japanese. Workers who push past N4 toward N3 find that supervisory roles, better allowances and longer-term stability open up quickly.

A Japanese salary is high in nominal terms and Japan is not a cheap country, so the plan matters more than the number.

Budget from net pay after insurance and tax, never gross. Company dormitories or subsidised housing are common in aviation ground handling and make an enormous difference — confirm what is provided and what is deducted before signing. Build an emergency fund covering three months of Japanese living costs. Remit monthly through NRE or NRO banking channels rather than informal carriers, since rates are better and the documented record supports home loan applications later.

Hold term life insurance and family health insurance in India alongside Japanese social insurance, which protects you in Japan rather than your parents at home. Refuse consumer credit and instalment culture. Then write the goals: land or a house at home, children’s education funds, and SIPs in mutual funds compounding monthly. And remember the pension lump-sum claim on departure — it is money you have already earned, and a surprising number of workers leave it behind.
